Fit-out contractor vs general building contractor in Dubai — which should you hire?
A fit-out contractor coordinates interiors and services inside a finished shell. A building contractor can also open structure, drainage and civil works. Full refurbishment usually needs the second.

Short answer
A fit-out contractor in Dubai delivers the interior package inside an existing shell: strip-out of the previous tenant’s fit-out, partitions, ceilings, glass, finishes and the MEP / fire modifications that serve that layout.
A general building contractor can also hold civil and structural work — openings, drainage, waterproofing, external works, parking, façade repairs — and is usually the right appointment when the job is a full commercial space refurbishment or a villa renovation, not only an office interiors refresh.
Beavcon Building Contracting L.L.C is licensed as a building contractor (Dubai Trade Licence 1277078) and delivers both: commercial fit-out on live tower floors and villa renovation from civil works to finishing under one contract.
The two job descriptions
| Item | Fit-out contractor | General building contractor |
|---|---|---|
| Typical asset | Office, retail or hospitality floor inside a finished building | Villa, shell-and-core, common areas, external or mixed package |
| Typical scope | Strip-out, partitions, ceilings, glass, finishes, MEP/HVAC/fire tie-ins | The above plus civil, structure, drainage, waterproofing, external works |
| Who they coordinate | Typically landlord, consultant, Civil Defence, other tenants | Typically municipality / developer and the parties above |
| What they often exclude | Structural openings, wet drainage reroutes, façade, site civil | Pure FF&E procurement (unless written in) |
| When they are the right hire | Tenant fit-out of a leased floor with a landlord guide | Full refurbishment, villa, or any job that opens the building |
What a fit-out contractor adds beyond the gypsum is coordination of landlord, consultant, authority and trades; the detail is in what a commercial fit-out contractor coordinates.
The value of a building contractor is that the structure, water and power sit in the same programme as the finishes. That is what a full refurbishment actually is.
Which company for a full commercial refurbishment (MEP + civil)?
If the package includes MEP and civil works — new wet areas, drainage, floor build-ups, structural openings, plant-room works, parking or façade — hire a building contractor that also runs fit-out, not an interiors firm that will subcontract the building works without owning them.
Ask:
- Is the trade licence a building-contracting activity, or only interiors / technical services?
- Who designs and submits the civil and drainage changes?
- Who holds the fire package and the Civil Defence file?
- Will one engineer sign the close-out, or will you receive three specialist letters?
Beavcon prices civil, MEP and interiors in one offer when the drawings require it. Consecutive ADNEC Tower floors were fit-out packages inside an occupied building; Khalifa University was institutional interiors; Mudon was parking structure completion, civil works and roof epoxy painting across 90 occupied villas. Each has its own page under projects.
Do you need a fit-out contractor for a Dubai villa renovation?
Usually no — you need a villa renovation contractor, which is a small building contract.
A villa renovation can include demolition, wet-area rebuild, waterproofing, MEP, air-conditioning, painting and making good, often inside a community with its own rules; the full list is in villa renovation scope and permits. An office fit-out specialist with no experience of a municipality villa file or a community NOC may be the wrong appointment.
You do need fit-out-style coordination if the villa includes glazed partitions, specialist ceilings or a commercial-grade MEP alteration. That is still one building contractor with a fit-out capability — the model described in villa renovation under one contract.
If you are only refreshing paint, floors and a kitchen on the existing layout, a finishing crew can be enough. The mistake is briefing a finishing crew for a building job.
How to write the appointment so the type is explicit
In the RFQ, name the company type you want:
- “Licensed building contractor, Dubai, to hold civil, MEP, HVAC, fit-out and finishing as one contract.”
- Or: “Fit-out contractor to deliver the interior package to the landlord guide; civil works by others.”
Do not write “contractor” and hope the bidders guess. How to write the RFQ covers the rest of the file.
Upload the pack and the scope check can show which type of appointment the job calls for before pricing starts.
General guidance; confirm requirements with the relevant authority or your consultant.
